A serious simulator is not a video game with a wheel attached. The difference lies in how the controls respond, in the fidelity of the physics model and in the hardware: a Direct Drive wheel transmits what the car is doing, Load Cell pedals measure the pressure of your foot rather than its travel, and a 244 Hz display removes the lag between what happens and what you see.
We have two venues in Bogotá: Brunch F1 in Chapinero (Carrera 18 #93A-83), which also hosts Sunday race days, and Claro Gaming at Plaza Claro (Carrera 68A #24B-10, units 219 and 220).
